Annex 2
To pursuit the objectives laid down at the meeting of Estonian, Finnish and Hungarian delegations held on 9 August 2000 in Tartu, Estonia, Ministries of Culture and Education of the participating States find it essential to carry out the following:
1. An effort shall be made to elucidate the importance of Uralic peoples’ languages and cultures and the problems they are facing to the general public, international organisations, national institutions and non-governmental associations, and to engage them in the activities regarding kindred peoples.
2. Information covering each of the Uralic peoples will be compiled and published in the languages of these peoples and, when possible, in the Russian, English, French and German languages as well.
3. Co-operation in publishing dictionaries, phrase-books and educational materials on the Uralic languages must be improved.
4. Training for authors working on textbooks and manuals in Uralic languages, as well as co-operation and exchange of information regarding the needs of publication of literature in their languages shall be arranged.
5. Information will be exchanged on lecturers in Estonian, Finnish and Hungarian languages, and on the organisation of teaching.
6. Information will be exchanged on scholarships granted to native students and researchers of kin peoples.
7. Joint actions of Uralic peoples in the areas of science, education, culture and sports will be continued, and developed when possible. Seminars, courses, symposiums and camping will be organised for creative individuals of Uralic peoples.
8. Joint international expeditions will be supported to the territories of Uralic peoples to learn and preserve their cultural heritage. To disseminate the facts collected by expeditions, various means shall be sought as exhibitions, films, audio and video materials, articles, scientific publications, etc.
9. It is considered of particular importance to elucidate the need in and the opportunities for establishing mutual professorships in the areas of Estonian, Finnish and Hungarian languages and cultures.
10. In Estonia, Finland and Hungary, the need in and the opportunities for teaching each other’s languages and cultures in the system of basic school education will be elucidated.
11. The heads of Estonian and Finnish kindred peoples programmes and, on behalf of Hungary, the person responsible for kindred peoples co-operation to be appointed at the latest by 1 November 2000 shall act as the permanent executive body. Implementation of this Statement shall be evaluated by delegations of the Ministries at their joint meetings held every third year. At proposed by the Hungarian delegation, the next meeting scheduled for 2003 shall be convoked in Hungary.
